Pioneer Medical Center is a 25-bed critical access hospital, essentially the county hospital for Sweet Grass County, Montana: Population 4200. We are in a beautiful valley along the Yellowstone River, between three mountain ranges, just north of Yellowstone National Park. We serve our neighbors (ranchers, skilled trades people and active retirees) and the many tourists who come here on their way to Yellowstone and Glacier National Parks, or to fish the Yellowstone, hike, bike, hunt or just get away from overcrowded places. Pioneer Medical Center has an immediate opening for a Chief Financial and Operations Officer.
JOB SUMMARY:
The Chief Financial & Operations Officer (CFOO) assumes responsibility and authority for the administrative direction, evaluation, and coordination of financial functions and operational departments within the hospital to ensure that operational and financial objectives are aligned with overall organizational strategy. The CFOO functions at an executive level in an active leadership role with the hospital’s senior leadership team, medical staff leadership, and management team. This individual is directly responsible for financial performance, operational efficiency, and the oversight of departments and service lines as assigned by the CEO. The CFOO ensures high-quality care delivery, resource optimization, cost control, and a strong commitment to patient and employee satisfaction.
ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:
• Supports the CEO in the development and implementation of the hospital’s strategic priorities and policies, providing leadership and direction to assigned areas of accountability.
• Leads both financial and operational teams to ensure strategic goals are met across clinical, administrative, and support services.
• Oversee the day-to-day financial and operational management of the hospital and protects its assets while ensuring compliance with organizational policies, grantor requirements, and applicable federal, state, and local regulations.
• Represents the CEO in coordinating large portions of the hospital’s functions, acting within the scope of established policies and objectives, especially in the CEO's absence or as delegated.
• Manages all financial service functions, including support for strategic financial planning, annual budget preparation, variance analysis, and long-term fiscal planning.
• Charge master maintenance, payment posting (if needed), and daily uploads to vendors/banks.
• Oversight of hospital funds, trust funds, memorial funds, CD’s, etc.
• Directs and monitors the revenue cycle process and uses performance benchmarks to identify and implement process improvements.
• Reviews, negotiates, and updates payor contracts to ensure alignment with organizational financial goals, compliance with regulatory requirements, and optimization of reimbursement rates.
• Oversees operational departments and serves as a key strategic partner on the senior leadership team.
• Coaches, develops, and evaluates managers and direct reports to ensure optimal team performance and high-quality service delivery.
• Leads initiatives to establish performance metrics, improve productivity, ensure quality outcomes, enhance cost control, and maximize efficient facility use.
• Guides financial and operational decision-making through the creation and enforcement of sound internal policies and procedures.
• Forecasts and plans for capital, facility, and staffing needs in alignment with the strategic financial direction of the organization.
• Engages the Board and leadership team to set and monitor financial and operational performance targets and delivers timely progress reports and recommendations.
• Ensures inclusive budget development processes, involving department leaders in setting operational targets tied to financial performance.
• Develop and administer department operating and capital budgets, managing variances proactively.
• Leads recruitment, development, and retention efforts to ensure staffing aligns with operational goals and organizational values.
• Creates and maintains policies that support professional standards, fiscal accountability, quality service delivery, and positive customer and staff relations.
• Adheres to human resources policies, supporting staff management, engagement, and professional development.

Qualifications (Required):
• Bachelor’s degree in accounting, finance, healthcare administration, or related field.
• Minimum of five (5) years of upper level financial/operational management experience in a healthcare setting.
• Demonstrated proficiency in executive-level competencies as defined by the organization.
ADDITIONAL DESIRABLE QUALIFICATIONS:
• Master’s degree in Healthcare Administration, Business Administration, or related field.
• Prior experience in a Critical Access Hospital setting.
• Experience managing Rural Health Clinics and/or Provider-Based Clinics.
• Prior experience preparing and submitting grant applications and reports
